With the encouragement from the Ministry of Culture, CCPIT, Gansu provincial Committee of CPC, Gansu Provincial Government and APCEO, the 1st International Culture Industry Summit was held in the intersection point of the Silk Road culture and the Great Wall culture of China--Jiayunguan City of Gansu Province, which is also the holy land of Chinese ancient civilization, and important guests from 30 countries and regions around the world participated in the summit. The theme of the summit is “Chinese civilization and the development of global cultural industries”.

In this fruitful golden autumn, we gather in Jiayuguan, a famous cultural city on the famous Silk Road, with political dignitaries, cultural elites and business celebrities to jointly witness the opening of the First International Culture Industry Conference and the Fifth Gansu Culture Industry Fair and work together to discuss the development plan of culture industry. This is an important event for both Gansu and the international community of culture industry. Here, on behalf of the CPC Gansu Provincial Committee and the People’s Government of Gansu Province, I wish to express congratulations on the convening of this conference, and extend a warm welcome and heartfelt appreciation to all the guests attending this conference.
Initiated by the Asia-Pacific CEO Association (APCEO), this is an important conference dedicated to integrate world resources, focus on spotlights, show achievements, promote the spirit of innovative cooperation, and push forward the international cooperation and development of global culture industry. Participants include leaders of relative departments and ministries, the international political dignitaries, chiefs of international organizations and associations of culture industry, CEOs and senior executives of well-known enterprises both from home and abroad, who are very important friends of Gansu. We are confident that this conference will definitely have an extensive impact on promoting cultural exchanges and cooperation between China and the world, and in pushing forward the cultural development of China.
Gansu is one of the important birthplaces of Chinese nation. It has taken a strategic position in safeguarding national unity, and has served as a crucial barrier for military security, a bridge for forging ethnic unification, and a land passageway for western and eastern communication. Gansu is magic for its time-honored and profound history. "The one thousand and five hundred kilometers long Silk Road and eight thousand years of Chinese civilization are the vivid embodiment of
Gansu’s long history and profound culture. Gansu has the well-known Mogao Grottoes in Dunhuang, Maiji Mountain Grottoes in Tianshui, and Jiayuguan Pass known as the first grand pass in the world. The cultures of Dunhuang, the Yellow River and the Silk Road set off with each other while bearing the great Chinese civilization. Gansu has colorful and diversified landscapes. It is the only province in China that has all kinds of landforms, where the magnificent mountains and rivers are beautiful and attractive. On this vast land, there are abundant and special resources. It is reputed as the hometown of the nonferrous metals. A total of 12 kinds of minerals rank national first in terms of available reserves and its minerals, energies and biological resources take important places in
China. On this vigorous land, there is a bright prospect for development. After the accumulation and development of the reform and opening up, especially since the Eleventh Five Year Plan period, Gansu has stood on a new historical starting point. In the first half of this year, in spite of the increasing pressure of the national economic slowdown, the economic and social development of Gansu Province showed a good momentum of economic rise with major indexes leapfrogging to the forefront in China. In the first half of this year, we took domestic 6th place in the growth rate of provincial GDP, 1st in income of urban residents, 7th in the per capita cash income. In the first seven months, the growth rate of investment in fixed assets ranked second and that of the total retail sales of social consumer goods was 1st in China, and the investment capital put in place was increased by 105%, all of which have laid a solid foundation for the future development. Currently, Gansu is manifesting its abundant natural resources, preferential policies and advantages of latecomers. It has become a hot land for domestic and international investors and businessmen to make investment, start business and travel around, as well as one of areas with great development potential in western regions and even in China as a whole.
To push forward the development of culture industry is a must for transforming economic development mode and enhancing sustainable development capability. It is our responsibility and obligation to display and take full use of rich cultural resources. To this end, we have proposed a grand vision of creating a demonstration zone for protecting, carrying forward, innovating and developing cultural heritage, namely to build "one belt", "three zones" and "thirteen blocks". To be specific, "one belt" refers to the cultural development belt along the Silk Road; "three zones" include historical zone emphasized on Fuxi Culture in southeast Gansu, cultural ecological zone in Hexi Corridor with Dunhuang Culture at the core, and culture industry zone centered on the Yellow River Culture in Lanzhou; and "thirteen blocks" refer to preserving cultural relics, major sites and intangible cultural heritages, sorting out and publishing ancient books, promoting red culture, experimenting the integration of urban and rural cultures, integrating culture and eco-tourism, developing culture industries, creating culture brands, developing human resources in culture, as well as hosting festivals, sports events and exhibitions. Through the construction of the demonstration zone, we aim to transform rich cultural resources into strong culture industry to speed up its development. There is every reason for us to believe that, with the acceleration of construction progress of the demonstration zone,
Gansu will once again be a platform for international exchanges and cooperation, innovation and development in addition to be a cultural investment destination for domestic and international well-known cultural enterprises and social capital.
The opening-up promotes development and cooperation brings about win-win results. This conference is held in Gansu and set Gansu as the permanent venue of the event. This is not only the recognition of Gansu’s achievements and promising future in cultural program and industry, but also a good opportunity for enhancing exchanges and achieving win-win results. Through this conference, we will fully display rich cultural resources of Gansu, create a trading platform of cultural products, technologies and capital so as to make due contributions to promoting cultural development, strengthening cultural cooperation between China and foreign countries, and carrying forward the excellent traditional Chinese culture. We sincerely hope you can take this opportunity to experience the magnificent Silk Road, learn about the profound Dunhuang culture, perceive the unique charm of vast Gansu, and support Gansu’s reform and development. We expect our friends from both cultural and industrial fields to exchange views, make investment, enhance cooperation, pursue common growth and create more cultural and physical achievements for human being.
